Kuyou is a humanoid interface like Yuki Nagato, but from a rival agency called the "Sky Canopy Dominion." For most of its lifetime, Yuki's organization referred to it as the "Macro-spatial Quantum Cosmic Existence." They knew nothing about it: how it worked, what its goals were, who its spawn were...until Kuyou and the Dominion caused Yuki to come down with a mysterious sickness, and Kuyou made herself known to the series' protagonist Kyon. The Sky Canopy Dominion, is, to put it short, a mass of data living out in the reaches of space. They, like Yuki's organization, sent Kuyou to Earth to learn the secret of Haruhi Suzumiya's autonomy and god-like powers. However, because of their few interactions with the rest of the universe, they are much less advanced than Yuki's. It's unsure if Kuyou is a spawn of the Dominion, or a direct extension of it, but either way it's obvious that she's not human.
Kuyou is technically an alien, but acts very machine-like. She does not communicate well with others, and is often blankly staring off into space. Her talking is often hard to understand, and is punctuated by odd stops and pauses (in the books, underscores are used in between her words), and in the beginning, she seemed unaware of her true purpose. During her fight with Ryouko and Emiri (two other interfaces from Yuki's organization), Kuyou asks for clarification on words such as "death," "kill," "live," and "alien." It suggests words mean nothing to her, as a being, and she thinks through actions.
One of the first things we, as a reader, hear about Kuyou is Kyon commenting about her lack of a personality. Her face remains blank 99% of the time, and she rarely interferes in the business of others. However, her personality (if she does in fact have one) seems to be shaped by her surroundings. She grabbed Emiri's wrist at one point, and when Emiri politely asked her to let go, she did. However, Kuyou later attacked Emiri with immense hostility when it became clear that she was going to stop Kuyou from killing Kyon. With that, Kuyou initially seemed very fond of Kyon, wanting to "coexist" peacefully with him, then asking him to "join her," and then attempting to murder him when he refused.
Kuyou seems very easily manipulated when it comes to mundane things (ask her to leave the room with you, she'll do it), but very determined when it comes to her mission. She seems eager to accomplish it, and will do extreme things to make it happen. Much of her "learning" as mentioned below in the abilities section, seems to come out of a desire to be understood by the people around her so as to, well, accomplish her mission. She does not seem to like confrontation very much, as shown when she ran away from the fight with Ryouko and Emiri; she prefers much more to stay on the sidelines and observe.
Though she does seem to be growing "human" if ever-so-slowly. She can form emotional attachments, if anything. As said before, she was fond of Kyon at one point, and seems very close to Sasaki and Kyouko Tachibana. She has immense curiosity, and she appears willing to change herself to suit others--as shown during the fight, when Kyon grows afraid of her and she smiles in an attempt to calm him.
Abilities:
Kuyou appears to be one of the most powerful character in canon (on par with those like Yuki and Haruhi), and with good reason. She is capable of immense physical strength and speed, as well as instantaneous teleportation. She can quickly turn herself two-dimensional (as well as outright invisible), and she can conceal her own physical presence. She possesses a very, very weak "aura" or "life sign" for those who can detect them.
Kuyou also shows signs of "hacking" to a degree. All humanoid interfaces in the series are capable of creating data containment fields, and they are unbreakable save for the interface's superiors intervening or the interface calling it off themselves. Kuyou was able to directly break through one of these, effectively damaging it to the point that it had to be repaired before it could be put back up. In addition, she does not have to ask for "permission" from her superiors to use her abilities, unlike Yuki and the others. Ergo, she has full access to all of her powers at all times, with absolutely no restrictions.
It can be reasonably assumed that she can do many or all of the things Yuki can, but has not done them because she had no need to or does not know how to, in her current state.
In addition, Kuyou seems to learn very easily. In the span of two or three chapters, she went from being ambiguously autistic, to being able to form regular sentences and smiling, to being fully understandable and in control of her functions and abilities. She seems to, essentially, soak up information and "store" and "add on" to it.
